A header (that starts with a table) now has an extra CR added to the top each
round-trip.
Possibly also related to bug 164876.
This started with 24.8 commit (backported to 7.6.6)

Noticed that there is an empty paragraph above the table in the header. It
shouldn't be there. And an additional one is added each round-trip.
Found by Collabora's mso-test
