The "policy" without a way to enforce it is just a noise; so - it could include things like "a developer who created a regression must fix it in term X, and failing to do that, will e.g. lose their commit rights" (I wonder how popular such a suggestion could be, and what to do when people lose commit rights, but still don't fix the problems ... and also there are one-time contributors, which are great, but it's unrealistic to expect timely fixes from them...); or "TDF has a budget for such fixes, and either uses its paid developers, or contracts someone, in such-and-such time frame..."... - all of which, as you see, is definitely outside of Bugzilla scope.
