On a Win11 system with 25.2.1 final build installed using Community build MSI packaging, integration with os WDM is complete. Only a single instance of soffice.exe/soffice.bin is launched and multiple documents of any type can be launched from Windows Explorer via mouse click. If a recent development, guess this could be a packaging issue with the PortableApps build. @John?
