No, it's not required to ask ODF first: if we need a change in the standard, we can think about it here, and suggest them a working implementation as a proof-of-concept. However, I repeat, that there is no need for this (or at least, you haven't provided a good rationale). If you do not assign a page style in the subdocuments, then you can do that in the master - and that looks consistent with "content from subdocuments, styling from master" ideology.
