In general it makes sense to remember user settings but some scenarios require the opposite. We could add a switch, for instance an icon-only button, to let users decide whether to store or rather apply the stored settings. This should be a pattern and also apply on other dialogs. The option could be placed next to the frame label (here Import, Separator Options, Other Options) to not manage every single item. Alternatively, we could provide an option to either use the detection or any manually remembered "named" settings. This dropdown list would be on the very top of the dialog and replace the automatic settings memory. It applies only in case of the CSV dialog because of the detection feature (see also bug 152336).
