Image to show before and current behaviour of spreadsheet scrolling.

Some of the time, a typical spreadsheet has over 1,000,000 rows. The highest
number of rows I will ever need will be 10,000 or at most 15,000. Some of the
time, it's forcing me to scroll through all 1,048,576 rows.

Apple Numbers (which I don't use) has taken the opposite approach, and limits
the number of rows and columns that a user would normally see. I'm asking that
a setting be put into the LibreOffice preferences to let users specify the
number of rows and columns that they want in the spreadsheet. This would be a
bit like specifying a print range, so let's call it a "size range".
