I am now experiencing a situation (some of the time) in which the scroll bar
has
ALL 1,048,576 rows. I don’t understand why it’s not happening consistently.

The inconsistent part is a bug by definition of not due to user error

Limiting the range sounds in the given context more like a workaround; although
might be valid outside the given case
