So, it turns out that we have deformed/warped our handling of paragraph DF
styles in some conjunction with this request. See bug 168537 and bug 40496 for
details.

Anyway, instead of hard-coding the results of detection on file open, or even
requiring an explicit detection action to set directions, we could add an
"autodetect" direction setting in addition in the UI, along "LTR", "RTL" and
"inherit" which we have now. 

I have that - in a partial and jerry-rigged kind of way - in my Thunderbird
BiDi Mail UI extension.

... of course, this would make life more difficult when we also consider
vertical writing modes - tbrl, tblr, btrl etc. etc.; when those must be
considered, there is the question of what aspect of the direction the
auto-detection should affect.
