This is Chinese for me:

The language SHOULD appear in the character attribution and paragraph language
attribution if the spell-checker/dictionary extension specifies it correctly. I
don't know in which list you or your users expect it to show up.

Where to find those attributions? 

My language doest not appear in any place.

It identifies it-self this way, in the dictionaries.xcu file:

                <prop oor:name="Locales" oor:type="oor:string-list">
                    <value>ext ext-ES</value>
                </prop>

I’ve tried also “ext ext_ES”.
The file is totally equal to that of the Ladin language which does not appear
in the list:

Tools -> Options -> Languages and Locales, Default Languages for Documents

unless the dictionary is installed. Once installed, the Ladin appears as a
selectable language.

The only difference between the two files is the identification:

                <prop oor:name="Locales" oor:type="oor:string-list">
                    <value>lld-IT lld-bad-IT</value>
                </prop>

Something doesn’t work for the Extremaduran.
