Sure, but isn't this is exactly what you'd requested in comment 12, though the 'Personalization' and 'Application' theme framework was reworked into the current (> 25.8) 'Appearance' dialog for UI theming. Yes, it is not by default, users in WDM Light scheme are affected--but then users need only to install and enable an extension and activate appearance theming. Otherwise, the fully implemented win32 (or WinUI3/XAML) of bug 164656, may eventually arrive--have not heard from Sahil of late. But then a qt6 toolkit might be the dev's preferred implementation for a reworked Windows VCL backend aligning better with work on bug 130857 (non-GTK3/4), and give better ability to weld the Win .UI configurations. All really just depends on the individual developers, and the sponsoring community partner interest.
