Sure, but isn't this is exactly what you'd requested in comment 12, though the
'Personalization' and 'Application' theme framework was reworked into the
current (> 25.8) 'Appearance' dialog for UI theming. Yes, it is not by default,
users in WDM Light scheme are affected--but then users need only to install and
enable an extension and activate appearance theming.

Otherwise, the fully implemented win32 (or WinUI3/XAML) of bug 164656, may
eventually arrive--have not heard from Sahil of late. 

But then a qt6 toolkit might be the dev's preferred implementation for a
reworked Windows VCL backend aligning better with work on bug 130857
(non-GTK3/4), and give better ability to weld the Win .UI configurations.

All really just depends on the individual developers, and the sponsoring
community partner interest.

Meanwhile the MUFFIN NB Tabbed UI "tab buttons" on the assemblages *function*
with or without an 'Appearance' theme in use.
