I'm not sure that arrangement would be very useful. If you have to know what
functionaliy you need help for, and where to find the tour for that
functionality,  then - maybe you already know enough not to need to the tour to
begin with. I would say that:

* We should have a single tour (per module), at least for starters;
* If we didn't have a welcome dialog - the tour should have started
automatically (with opt-out), or suggested prominently and in-your-face.
* With the welcome dialog - I'm not so sure whether it's not burdensome to also
have the user take a tour. Probably still appropriate... I guess.
* At the very least, the tour could be the first or second item on the help
menu, and something that you easily notice in whatever you see when you press
F1 the first time.
