The PDF format itself does not support embedded video in the same way presentation formats do, and LibreOffice therefore replaces the movie with a placeholder icon during export. This behavior is expected and applies both to linked videos (used in older LibreOffice versions) and videos embedded directly in the ODP. If you need to keep the video content accessible, the usual workarounds are to include a link to the video file in the slide, export the presentation in a different format that supports multimedia playback, or distribute the ODP file itself instead of a PDF. PDFs are mainly intended for static content, so multimedia elements are not retained.
