The Help Page is probably not up to date: To page still exists, but less
prominent in the UI

The anchor is still present in the image properties dialog.

The main problem with "to page", is that it literally anchoring to this page.
So if you have a 50 pages document with image anchored to page on page 50. An
delete all content from say page 1-45, you still have a 50 page document, with
45 empty pages. Because the image being literally anchored "to page" meaning
page 50. So it affects page flow, which can be quite unexpected side-effect

Another problem is that: To Page isn't supported by Word/ DOCX. So export a to
page anchor will be converted to To Paragraph, but not 100% flawlessly in all
cases
