A Benjamin-user, or even an Eve-user may also hide the Tools tab of Calc or of Draw, for example. But the idea is to remove the constraint we currently have on adding new tabs: Our tabs must currently be considered to have enough general appeal to appear _always_. Or alternatively, we force tabs to appear because those users who do need them can never have access to them if we don't force them on all users.
