When using the standard UI mode, we can choose which toolbars are visible and
which aren't. But with the notebookbar - we can't; we are only able to remove
individual items.

I claim, that the user should be able to complete hide a tab they are not
interested in. This makes it more realistic and practical to have a large
number of tabs; and less of a UI "gaffe" to have a tab with few items.

In terms of how this would be done - it could possibly be grafted on the
right-click menu we now have for tabs, with checkboxes per tab (in addition to
the ability to choose the active tab). Another possibility is to add checkboxes
to tab names in the tab item customization pane of the Customize... dialog. And
of course something completely different could be implemented.
