Now that we support direction autodetection: (bug 162120 - thanks Jonathan
^_^),  and especially since we enable it by default (I don't remember if we
explicitly discussed this; but I'm ok with it) - we need a convenient way to
turn that off and on.

IIANM, there is currently no command for disabling/enabling "autodetect
paragraph direction". There is no such button (even default-hidden) on the
formatting toolbar, and none on the Properties sidebar deck.

So, it should be created.

As for where to place it by default if at all, that could be a different bug;
my thoughts are:

* Add it to the paragraph section of the properties deck of the sidebar, near
the two direction buttons where there's room.
* Add it as a hidden button (i.e. not disaplyed by default but accessible via
right-click) on the formatting toolbar, next to the paragraph direction
buttons.
