Release the mouse button; 3. Click-and-hold within the selected area; 4. Start dragging; 5. _Now_ add the optional special key(s) that modifies the desired action (move / copy / link). I also mentioned in that same comment that it might not be the most user-friendly procedure, but it is as described. The subtlety is the precise order of the procedure – pressing a modifier key before the click-to-drag will end up with unwanted consequences instead of the intended result, because the same modifier keys also affect the clicking action itself. It was for sure not the first time the exact order and each single step of the whole procedure had to be clarified, and not the last one either.
