Use a Table in Writer if that is the requirement. Meanwhile, the language assignment/spell checking for any single cell, or row, or column in Calc *can* be adjusted and spelling checked as needed (i.e. as data label, or locale specific content). Currently suitable to purpose. A spreadsheet is not a word processor, don't treat it as such.
