I'll ask one more time. When you say "cell selected", are you within "Cell
Edit" mode?

Instead of "selecting" the cell, focus on the cell that is bellow the cell that
you want to change its background color. That second cell should not be
"selected", and you should not be editing that cell either. Once you are
focused on that second cell, press the UP-arrow key once; this should move the
focus to the cell that you want its background color changed. If the focus does
not change to the desired cell, then either you are not following the
instructions accurately, or I am not clear enough.

Now that the focus is on the desired cell, but you are not editing it, click on
the "background color" icon. Does the background color of that cell change?

Is there some Conditional Format applied to that cell? Or any specific Style
format?

Is this happening in one particular file? Or, is this happening on
any-and-every newly-created file?

If it still does not take the new background color, please go to LO menu "Help
> Start in Safe Mode" (LO should close itself and restart in Safe Mode), and
try the procedure in LO safe mode.
