Was the behavior different in previous versions? Also, personally, If I drag an image onto a Calc window which has a shape, even if the drag is onto that shape, I would expect to see the image over the shape, not become the background of the shape. Plus, If we don't have this behavior inside Calc, i.e. if I can't make an image into the background of a shape when it's already in Calc, why should a drag of an outside image do this?
