For me when testing with your document, those shortcuts jump between the start and the end of the focused page. Testing with your document, Alt+PgUp/Dn work fine, so I wonder what you are doing differently. You do have to have the focus within the document text, so if you have focus somewhere like the Sidebar search, the shortcuts will not work.
