Not the case. With the Navigator Deck (SB or floating) with focus, and cursor
focus on the 'Go to Page' page number widget, the keyboard cursor arrows <UP>,
<DOWN> execute the "full page" movement--holding the view port at the top edge.

An actual issue, though matter of taste, is that the <Alt>+<PgDn/PgUp> roughly
splits the view port of the page, so the top of the page is positioned in the
middle of the app frame and the full page is not visible..

The SB Navigator deck positions the view port at the top and full page is
visible.
