With the Navigator Deck (SB or floating) with focus, and cursor focus on the 'Go to Page' page number widget, the keyboard cursor arrows <UP>, <DOWN> execute the "full page" movement--holding the view port at the top edge. An actual issue, though matter of taste, is that the <Alt>+<PgDn/PgUp> roughly splits the view port of the page, so the top of the page is positioned in the middle of the app frame and the full page is not visible..
