There is no need for NEEDINFO in this bug report. This is just one additional
(dupe) report about LO not handling keyboard shortcuts adequately, and has been
like that for years.

LO either imposes or disallows the use of [SHIFT] for certain actions, which
implies that users have no choice but to customize keyboard shortcuts according
to their own keyboard layout.

The [SHIFT] key is treated in LO as if it was just another modifier key such as
[CTRL]; it is not.

The keyboard shortcuts should be, for example, "combine [CTRL] with [+], in
whichever way you achieve the [+] key (whether with or without [SHIFT], or
whether with or without [AltGr], generally speaking)".

The only keys that do not care about the use/need of [SHIFT] are the keys that
are "alone", mainly the letters (and even then, there are some exceptions) and
some special keys (that are also "alone"). All the keys that include some kind
of symbol (e.g. colon, semicolon, plus, minus, dot/period...) depend on using
[SHIFT] on some keyboard layouts but not on others.

So, for instance, it is fine to have [CTRL]+[V] for "Paste" while
[CTRL]+[SHIFT]+[V] is used for "Paste Special", because "V" is in its own key
by itself, alone (with some exceptions). But LO should not impose nor disallow
(i.e. disregard) the [SHIFT] key when it comes to keys that are not alone (such
as numbers and symbols); how exactly the user achieves to press/type the
particular symbol (with or without [SHIFT]) should not be imposed by LO.

For the purpose of keyboard shortcuts, on keys that are not alone the [SHIFT]
key should be treated by LO in a similar way as the [CAPS LOCK] key is treated
on letters (i.e. ignored).

Additionally, there are some few combinations of keyboard shortcuts that indeed
require the symbol from the numeric keypad (while they do not work with the
same symbol from the main keyboard pad). The case presented in this report
([CTRL]+[+]) is not one of those cases; you can combine either the key from the
numeric key pad or the one from the main keyboard layout. The problem is that
one does not need [shift] whereas the other might, depending on keyboard
layout. You can customize both situations.

The workaround is to customize your keyboard shortcuts according to your
keyboard layout.
