work. I set the PDF so it could be opened and printed but not edited but when I
opened the file with Adobe Acrobat it wasn't a secured file.

Steps to Reproduce:
1. File > Export as PDF > Security > Set Password > Set permission password
2. Printing > High resolution
3. Changes > Not permitted
4. Export
5. Open exported PDF in Acrobat and check security settings.

Actual Results:
No password set. The Initial View settings are correct though.
