There is no warning message as long as sheets are totally empty. Undo restore
the empty sheets. The warning indirectly tells you that you have some data in
the selected sheets, may be not on the active sheet. But if there is no
warning, it means that all sheets are totally empty. If warning message would
appear when sheets are empty, user may ask "did I miss some hidden data?"

I have difficulty to image a use case where there would be references to an
empty sheet, but this corner case is not treated.
