LibreOffice already implements and ruby can be applied to text of any locale
using the 'Asian Phonetic Guide' [1]

Simple use:

1. make a text selection
2. launch Format -> Asian Phonetic Guide...
3. chose either group or mono (layout useful for individual glyphs, bound forms
or full strings as appropriate)
4. enter alternate strings to use as "ruby" annotation

It is not linked to any data source, you input what you need--and the
annotation tracks with the document. 

Have not checked but suppose some data set of rubies could be provided by
Extension per locale.
