Write a paragraph and assign the to be changed paragraph style to it. Mark all characters of the paragraph and assign the desired character border to it. While the characters are still marked, update the paragraph style. You will find the character border listed in the General tab of the paragraph style. It is correctly written into the styles.xml in the saved file. When you test it, you should enable the paragraph border with a large padding, so that you do not confuse the paragraph border with the character border. I think because it is possible to include the character border into the style, the dialog should have a tab for it.
