The right way to improve the workflow is to store user-defined CF and provide a live preview on hover (bug 37048) for this list. Could imagine a "Save this" interaction and a limitation to the last six, or so, user-defined CF's to limit the pop up. Changing the summary from "Color Scale conditional formatting requires 7 clicks with no visual preview and cannot be automated via Basic macro" to "Store user-defined conditional formatting and provide it as a floating widget for quick access".
