You better describe an issue than suggesting a solution. I guess the problem is
bug 40917, meaning scroll jumps a cell up/down and does not smoothly continues
the view. 

Calc has no huge canvas that is scrolled but paints each cell on what you see.
Movements on the scrollbar just change the start position.

Besides, scrolling speed is defined on the system and we should not overwrite
that.
