It's the same for _all_ toolbar buttons, as far as I can tell. Examples: The pair of Increas/e/Decrease indent, and the quadruplet of paragraph direction buttons. Also, in the Toolbar customization dialog, there are no facilities for grouping (except perhaps, implicitly, the separators). I wonder, therefore, if we should file a general bug about the ability to group consecutive toolbar buttons; or whether to treat separators as overflow points. The latter would be more contentious, since some toolbars in some modules have many weakly-related buttons, which should not group, without separators.
