Description:
When using a small screen/window size in Writer, certain options are pushed to
the overflow menu. The first one to be pushed in my case is the RTL option,
which leads to an awkward user experience where in order to change something
from left to right I can click a single button, but to change back to right to
left I have to find it in the overflow menu.

Steps to Reproduce:
1.Use the default UI for writer (not tabbed/ribbons).
2.Change to a 720p resolution/ use a small screen/ just squish the window
horizontally.

Actual Results:
LTR and RTL are separated and not on screen at the same time. RTL is hidden
behind two easy to miss arrows with no indication that it's there.

Expected Results:
Those options should definitely be linked from a UI standpoint. If one
overflows, so should the other.
