Note that you will likely need to type "Hello world" into a text editor and
copy it from there, rather than copying it from the bug report here.

I can confirm the behavior for copying and pasting plain text has regressed.

Reproduced:

Version: 26.8.0.0.alpha0+ (X86_64)

Copying and pasting the HTML "Hello world" from this page has the same extra
paragraph break in 25.8, so at least it doesn't seem to be a recent change.
