You could use a workaround, if you do not use currency or other
language-specific symbols in the cells with those numbers.

Just as a generic example, on the cell(s) that you want to use space characters
as group separator, press ctrl+1. On the "number" tab, change the Locale
language to French (France), check "Thousand separator", and 3 Decimal places
(or any amount that you want). That format will show you a space character as
thousand separator, but a comma as decimal separator. You will have to find a
Locale that matches both of your requests – good luck ;).

But, if you have a currency symbol or any other character that requires a
specific (different) language, that workaround no longer helps.

The request to allow real customization (instead of being forced to follow a
list of language-country rules, that could also be incorrect or outdated
anyway) has been a recurrent one.
