All drawing paths on Windows are now skia based. Does not mean accelerated with Vulkan. In core LibreOffice Skia libs have fully replaced the GDI+ rendering and all graphics chips supported by Windows 10 or Windows 11 will use the skia drivers delivered by MS or the Graphics card mfg. Accelerated Vulkan vector rendering is enabled by default, and on marginal configurations will be disabled following LibreOFfice start up graphics tests. And if Vulkan rendering is enabled, folks may find their LibreOffice instance more stable if they disable Vulkan by checkbox 'Force Skia software rendering' on Tools -> Options -> View configuration panel.
