Description:
I'm unable to turn on hardware acceleration or turn off Skia. The options are
grayed out in options.
The same is true when in safe mode.
Steps to Reproduce:
1. go to options
2. search skia
3. try to toggle skia off
Actual Results:
Options are grayed out.
Expected Results:
Options should be toggleable.
Reproducible: Always
