My suggestion for dealing with the current inadequacy (which is only the result of the incidental dominance of LTR languages at the current moment) is to implement a simple RTL flip of the formula bar when the underlying cell is RTL. When entering a formula beginning with the equal sign, the bar can go back to being LTR.
