https://gerrit.libreoffice.org/c/core/+/140624 introduced a command that
hard-codes communication with Deepl. I recommend to revert the change as it
violates our principles: Deepl is not open source, we do not silently talk with
external platforms, and we do not implement function without user request, ie.
no Bugzilla ticket. I recommend to implement such function as extension.
