Current Design Tab layout in Impress using the Tabbed UI

Current layout of the Impress Design Tab using the Tabbed UI, note the small
Color Theme subsection that uses horizontal scrolling. This should be reworked,
if possible, to display horizontally with no vertical scrolling.
