Filed as "bug", but could also be an enhancement request.

Issue:  Clicking on an item in Navigator changes the "Navigate by" to that
item's category.

For example:

1. In Navigator, set "Navigate by" to "Bookmarks"  (which is at the top of the
dropdown box in Navigate by). 
2. Select anything in Navigator (except Bookmarks), even if that category is
empty (e.g., Indexes or Sections).

   Actual: The setting in Navigate by changes to the selected category.
   Expected:  The setting in Navigate by does not change.

Even though "Navigate by" is part of Navigator, but it is also a .uno that can
be added to a toolbar 

3.  Put "Navigate by" (.uno:NavElement) into a toolbar, and set a category in
the toolbar's dropdown box for Navigate by.
4.  Select a category in Navigator.

   Actual: The setting in Navigate by in the toolbar changes to the selected
category.
   Expected:  The setting in Navigate by toolbar does not change.

Reasons for Expected Behavior

Actual use case:  I have installed "Navigate by" in toolbar to make it
quick/practical to use "Recency when editing a manuscript.  Sometimes,
Navigator is used to click on a Heading (to check something), but with the
intention of continuing to use Recency (but the use of Heading changes Navigate
by changes to Heading, so that it always has to be changed back). Irritating.

Generalizing from that case, I can imagine that other users might use "Navigate
by" for other categories (e.g., Images, Frames, Tables), but also occasionally
want to use Navigator for a moment to jump to another part of the manuscript,
but then lose their desired "Navigate by" setting.

Given that it is easy to set Navigate By, I am having trouble imagining why
this automatic (unrequested) change to Navigate By would be useful, especially
when there is no "Recency" category to click in Navigator to set it back to
"Recency" (similar problem for several other setting as well, e.g.,  "Wrong
table formula").

Therefore the bug/request is that "Navigate By" does not automatically change
its setting.
