I cannot reproduce this. For me, with UI render set to Skia/Metal, rapid
resizing is very smooth and I don't see any flicker.

So a couple of questions:

1. Does switching UI render to Skia/Raster eliminate the problem? To switch to
Skia/Raster, select the LibreOffice > Settings menu item and in the dialog that
appears, select LibreOffice > View and check the "Force Skia software
rendering" checkbox. Click the OK button and restart LibreOffice.

2. I wonder if you have a different GPU than I have. I you run the
"system_profiler SPDisplaysDataType" command in the Terminal application, do
you get different output than I do? AFAICT my machine has an Apple built in
GPU:
