Ah, but that's the thing: It is not frequently-needed. Most documents people
write don't have any footnotes or endnotes; and most of the documents with
footnotes only have them rather rarely - less than one per page on average.
Documents with many footnotes or endnotes are long academic or professional
papers and reports, and book chapters.

You need to make a convincing argument that the benefit in assigning a shortcut
by default, or in moving the two items out of the submenu by default, outweighs
the detriment of doing so.
