Use the main menu Insert -> Frame (either by dialog, or 'Interactively', verify it is anchored to the paragraph desired. Then use the <F11> Style SideBar deck to select the 'Marginalia' style for the Frame object. Customize the Frame style (border, fill, padding to need), and likewise adjust the style for the textual content of the frame (the 'Frame Contents' style for Paragraph objects). Modify the defaults of the Styles or create new.
