When I insert a row, the height of the inserted row is exactly the same as the
height of the row above it when empty. That is as its should be.

It seems you expect the following row to get a different height when empty
based on the height of another row with multi-line content - I don't see any
justification for that. If you want fixed-height rows, set that height
yourself; if you want higher-minimum-height rows - set that height yourself.

Suggest resolving as NOTABUG.
