Such UI improvement is not really feasible as LibreOffice remains a cross
platform project. Those features you cite from MS Office/Office 365 products
are native source implementations requiring proprietary MS source code
libraries. Notably the MS Windows Ribbon Framework for UI building.

Currently the LibreOffice support the MUFFIN concept of organizing the UNO
controls for each module into alternate user interfaces with a Notebook bar
across the top of the app frame. One, the Notebook Bar 'Tabbed' UI has been
organized to coarsely appear like the MS Ribbon, but lacks the Ribbon Framewok
library support for user customization.

LibreOffice is actively developing a QT6 based implementation more in line with
cross platform UI needs, but still will not implement the MS Ribbon Framework.

It is a can't get there from here, situation.

IMHO not actionable, => NAB and => WF
