This sounds like a theoretical problem - not a real-world problem. There are not many people who have a cell full of hundreds of words of text that need to a computer to search for something that only exists in a portion of a single cell. Why not just select the entire cell? It is neither a bug nor a design decision. It is simply that the only real selection that happens in Calc is at a cell level.
