A few more points:

* This is not an enhancement; the fact that we're not telling the user
beforehand that we will be communicating over the network without additional
approval - is a privacy (and a user trust) bug.

* In Tools > Options, there are two relevant toggles, both under LibreOffice >
Online Update:

  1. "Check for updates automatically"
  2. The MAR auto-update toggle, whose label escapes me as I'm on Linux right
now

  and both of them have to be turned off if the user indicates, via the info
bar, that they would rather avoid this. To be extra clear: The main concern
here is with the communication over the network, not whether or not downloaded
updates are auto-installed or not. It's just fine to have the latter choice be
tucked away in Tools > Options with no special notification. 

* We discussed the possibility of maybe placing such a toggle in the welcome
dialog, but agreed that if that can be avoided, that's preferable. OTOH,
personally, if we get to the point where we have too many infobars on second or
third startup, that might also be a problem.
