Description:
In Windows 11, if you bring up the file chooser to insert an image into the
document, it brings up the "Documents" folder by default. It does not seem
possible to change this, despite the Paths area of the preferences being
available for this purpose.

On Linux, it seems to use the user's Downloads folder.

Steps to Reproduce:
1. Use "Paths" to change the location of "My Documents"
2. Restart LibreOffice
3. Insert > Image

Actual Results:
It brings up the user's Documents folder instead of the folder chosen in the
Paths>My Documents setting.

Expected Results:
It brings up the folder chosen in Paths>My Documents, or offers a separate
configurable location.

Additional Info:
This was a fresh install with all settings still set to the default.
