I'll leave the decision what to use by default to the UX team, but personally
find "All Pages" a reasonable default and having to manually set whatever
custom page range in case something else is desired. (Either all pages or only
current page seems OK to me to prefill into the edit, but the "All Pages" radio
button should IMHO be default.)

In a quick test: With this patch in place, "All Pages" still seems the default
and the "Pages" edit is still set to "1-<number of pages>" initially, and then
changed to "<current page number>" when I select the "Pages" radio button,
which I find rather confusing. (Why does the text in there suddenly change only
because I selected the radio button? If we want it to default to a different
value, I think that should be done right when the dialog opens, not when the
radio button is activated.)
