However, it seems that file is not used at all. Using "Kurdish, Northern (Turkey)" produces "qlt TR kmr_Latn_TR", which means the language is identified by 'BCP 47'. That part of the code is outside my experience. It had been something for Eike. I don't know who maintains it now.
