Description:
On pc Debian x86-64 with master sources updated today or with LO Debian testing
package 26.8.0.3, the sorting is identical between Japanese phonetic
alphanumeric first and Japanese phonetic alphanumeric last

Steps to Reproduce:
1. Open Calc with a brand new file
2. Type a column with:
あ
1あ
あ1
A
1
い

3. Select column
4. Menu Data/Sort
=> the dialog box "Sort" opens
5. Click Options
6. at bottom, choose Locale Japanese, at right select "Phonetic (alphanumeric
first)"
=> look at the order
Do the same but at 6. choose 
6. at bottom, choose Locale Japanese, at right select "Phonetic (alphanumeric
last)"

Actual Results:
Same order

Expected Results:
The order shouldn't be the same.

Locally, I got:
alpha first 
1
1あ
A
あ
あ1
い

and alpha last:
1
あ
あ1
い
1あ
A
